Following significant political shifts, the relationship between the government and the Bangladesh Nationalist Party (BNP) has reached a parallel alignment. A substantial number of top BNP leaders currently holding key ministerial and parliamentary responsibilities continue to occupy influential organizational positions within the party structure.

To prevent imbalance between state administration and party operations, the top leadership is actively considering removing ministers and MPs from vital organizational posts at the district, metropolitan, and sub-district (upazila) levels.

Party insiders indicate that this initiative aims to revitalize the organizational framework and create avenues for emerging leadership. This move signals the formal enforcement of the BNP’s long-discussed "one leader, one post" policy.

The strategy traces back to the governance model of party founder Ziaur Rahman, who initiated the policy to ensure that individuals holding ministerial or parliamentary positions would not simultaneously occupy local party offices. This principle was formally incorporated into the party's constitution during its sixth national council in 2016.

According to organizational sources, at least six top leaders from Dhaka Metropolitan BNP, Jatiyatabadi Juvo Dal, and Jatiyatabadi Swechchhasebak Dal currently serve as MPs or ministers, including two ministers of state. These include:

  • Aminul Haque: Convener of Dhaka Metropolitan North BNP and Minister of State for Youth and Sports.

  • Rajib Ahsan: Member of Parliament and Minister of State.

  • S.M. Jahangir Hossain: Joint Convener of Dhaka Metropolitan North BNP (Dhaka-18).

  • Rafiqul Alam Majnu: Convener of Dhaka Metropolitan South BNP (Feni-1).

  • Nurul Islam Nayan: General Secretary of Juvo Dal (Bhola-4).

  • S.M. Jilani: President of Swechchhasebak Dal (Gopalগঞ্জ-3).

The process of restructuring these three vital units with fresh leadership is currently underway.

Beyond metropolitan units, numerous members of parliament simultaneously head various district and city committees. Notable figures facing this structural realignment include:

  • Shahiduddin Chowdhury Annie: Convener of Lakshmipur District BNP.

  • Asadul Habib Dulu: President of Lalmonirhat District BNP, Rangpur Divisional Organizational Secretary, and Minister for Disaster Management and Relief (Lalmonirhat-3).

  • Farhad Hossain Azad: Member of Parliament, Member Secretary of Panchagarh District BNP, and Minister of State for Water Resources (Panchagarh-2).

  • Shahgahan Chowdhury: President of Cox's Bazar District BNP (Cox's Bazar-4).

  • Monwar Hossain Khan: Member Secretary of Magura District BNP (Magura-1).

  • Ershad Ullah: Convener of Chittagong Metropolitan BNP (Chittagong-8).

  • Gahandar Ali Gahan: Member Secretary of Madaripur District BNP (Madaripur-2).

  • Bishwas Jahangir Alam: President of Narail District BNP (Narail-1).

A similar organizational overlap exists with several other MPs, including Saching Prue (Convener, Bandarban District BNP), Emran Ahmad Chowdhury (General Secretary, Sylhet District BNP, Sylhet-6), Khairul Kabir Khokon (President, Narsingdi District BNP and Joint Secretary General, Narsingdi-1), Manzur Elahi (General Secretary, Narsingdi District BNP, Narsingdi-3), Abdul Gafur Sarkar (President, Nilphamari-4/Saidpur), Faridul Kabir Talukdar Shamim (President, Jamalpur District BNP, Jamalpur-4), Shah Md. Waregh Ali Mamun (General Secretary, Jamalpur District BNP, Jamalpur-5), Sheikh Farid Ahmed Manik (President, Chandpur District BNP, Chandpur-3), and Khaled Hossain Mahbub Shyamal (President, Brahmanbaria District BNP, Brahmanbaria-3).

Reflecting on the move, BNP Vice Chairman Shamsuzzaman Dudu stated that under President Ziaur Rahman, a clear institutional distinction was maintained between the party and the government. Leaders who became MPs or ministers voluntarily resigned from district presidency or secretariat posts to accommodate new leaders.

Dudu noted that with the current government being only three months into its term, future coordination between state responsibilities and party organizational activities will be streamlined. He added that the enforcement of the "one leader, one post" policy is a natural progression, emphasizing that BNP Chairman Tarique Rahman is following the foundational path laid out by his father to effectively manage both the organization and public governance.
