Non‑cadre candidates wait five years for 44th BCS results, PSC cites court case
A young man from Shibganj upazila in Bogura, Md Omar Faruk, admitted to Dhaka University in the 2016‑17 academic year and completed his MA in Political Science in 2020. He was listed for a non‑cadre post in the 44th BCS but has not yet received any appointment. He has now waited for five years. In the 44th BCS, 7,139 candidates were recommended for non‑cadre posts.
Another non‑cadre recommended candidate, Zubayer Ahmed, told The Daily Campus, “I proved myself by passing the preliminary, written, and viva. Yet I am not getting a job. Two months have passed since we submitted our preference order, but the results have not been published. Meanwhile, more than 450,000 posts are vacant in various government departments.”
The Public Service Commission published the 44th BCS circular on 30 November 2021. The preliminary exam was held on 27 May 2022. After a long wait, the written exams took place from 29 December to 11 January. About one and a half years after the written exams, the viva began. The first phase of viva boards was held from 8 May 2024 to 5 August 2024. The second phase ran from 22 December 2024 to 24 June 2025, which observers say is a rare instance in BCS history. Even after that, uncertainty remained.
After the viva, the first phase of results was published on 30 June 2025. The second phase was published on 6 November 2025 and the third and final phase on 11 November 2025. Through this BCS, 1,676 candidates were finally recommended for various cadres. More than 7,000 candidates were recommended for non‑cadre positions.
In the first non‑cadre recruitment notice for the 44th BCS, the deadline for applications was 7 November 2025. The deadline was later extended in a second phase to 22 November. Yet months after applications closed, the results have still not been published, causing frustration among thousands of candidates.
Non‑cadre candidates complain that cadre appointees from the same BCS joined their workplaces long ago, while they have been waiting for five years. With time passing, they say their age is increasing and they are losing other job opportunities. They are demanding quick publication of the 44th BCS non‑cadre results.
PSC position
To understand the long delay, The Daily Campus spoke with several responsible PSC officials. They said the delay is due to a writ filed by non‑cadre candidates from the 43rd BCS. The Ministry of Public Administration canceled several non‑cadre posts from the 43rd BCS and included them in the 44th BCS. Angry 43rd BCS non‑cadre candidates filed a writ in court. Until that writ is resolved, the 44th BCS non‑cadre results cannot be published.
A PSC official, speaking on condition of anonymity, said the court was closed in December 2025 and there were complications in appointing lawyers, which delayed the hearing. He said a lawyer has now been appointed and a hearing will be held very soon. If the court does not object to recommendations for the 43rd BCS non‑cadre posts, the 44th BCS non‑cadre results will be published quickly. If the court raises objections, the commission will discuss the issue in a meeting and decide the next steps.
