New Budget Proposes Pension Settlement in 9 Days, Death or Disability Grants Within 20 Days

The government is set to drastically reduce the processing time for public servants' retirement benefits, promising to settle error-free pension applications within just nine working days. Furthermore, financial grants for the families of government employees who die or face permanent disability while in service will be disbursed within 20 working days.

These fast-track administrative reforms are part of the major strategic initiatives lined up under the Ministry of Public Administration for the upcoming 2026-27 fiscal year. Finance and Planning Minister Amir Khosru Mahmud Chowdhury has proposed an allocation of BDT 5,067 crore for the ministry to implement these systemic overhauls.

Swift Accountability and Disciplinary Targets

According to official ministry documents, the budgetary allocation will also finance tighter anti-corruption and disciplinary timelines to restore institutional integrity. Key administrative deadlines mandated for the fiscal year include:

  • Disciplinary Framework: Ensuring the strict and timely application of Government Servants (Discipline and Appeal) Rules.

  • ACC Report Action: Taking definitive administrative action within 12 working days upon receiving official reports from the Anti-Corruption Commission (ACC) forwarded by the Cabinet Division.

Massive Training Push for Bureaucrats and New Officers

To modernize civil governance, the Ministry of Public Administration will utilize the budget to provide specialized local and international institutional training to hundreds of mid-to-senior level bureaucrats alongside probationary officers.

Under the executive human resource development layout, the government will sponsor the Advanced Course on Administration and Development (ACAD) for 130 Deputy Secretaries, the Senior Staff Course (SSC) for 110 Joint Secretaries, and the Policy Planning and Management Course (PPMC) for 50 Additional Secretaries.

Furthermore, as a mandatory prerequisite for service confirmation, 615 newly recruited probationary officers will undergo the core Foundation Training Course, while 280 officers will participate in the Law and Administration Training Course, and 80 officers will complete the Development Administration Course.

In addition to these core tracks, technical and specialized capacity-building modules will be extended to 160 officers in Public Procurement Management (PPM), 120 in Sustainable Development and Project Management, 125 in Leadership and Strategic Management, and 70 officers in Policy Analysis.

A Leaner Operating Structure for a BDT 9.38 Lakh Crore Budget

The proposed national budget for the 2026-27 fiscal year has been set at a massive BDT 9,38,000 crore, which constitutes approximately 13.7% of the country’s Gross Domestic Product (GDP). This marks an expansion of BDT 1,48,000 crore compared to the revised budget of the outgoing fiscal year.

Presenting the fiscal blueprint before the National Parliament, the Finance Minister emphasized that the fiscal strategy for the upcoming year shifts heavily toward asset creation and public welfare. The government has consciously curtailed operating and recurring expenditures while expanding the total development layout, aiming to maximize structural efficiency and enhance public service delivery across the state machinery.
