Ministry Enforces New Rules for Non-Teacher Recruitment in Private Schools & Colleges

The Education Ministry has formulated guidelines for recruiting non-teaching staff in private educational institutions, issuing them as a gazette notification in September this year. The Directorate of Secondary and Higher Education (DSHE) has directed adherence to these guidelines in all recruitment processes.
The directive, signed by Assistant Director (Private Colleges) Md. Main Uddin, instructs, “Private secondary schools, colleges, higher secondary schools, and higher secondary colleges must follow the guidelines for recommending recruitment to MPO posts other than teaching positions.”
Earlier, on September 28, the ministry’s Secondary and Higher Education Division Secretary Rehana Parvin issued a circular titled “Guidelines for Recruitment to Non-Teaching MPO Posts in Private Schools and Colleges at Entry Level.”
The circular states that the recruitment recommendation committee will be chaired by the district administrator. Members will include the principal or representative of the oldest government college in the district, a representative from the relevant education board (not below inspector level), and the upazila youth development officer or assistant director. The district education officer will serve as member-secretary.
The committee will conduct exams, prepare results, and recommend appointments. It may form multiple oral exam boards if needed, led by the district administrator’s representative, with three members not below the ninth grade.
Upazila Deputy Secretary Syed EJD Morshed Ali said, “The governing body or managing committee no longer has authority over non-teaching staff recruitment in private schools and colleges. A new district administrator-led committee ensures transparency in the process.”
