No Home District Transfer for MPO Teachers, Clarifies Education Ministry

MPO-enrolled teachers working in private educational institutions will not have the opportunity to transfer to their home districts under the revised transfer policy. Although rumors have been circulating on social media, particularly Facebook, suggesting that the revised policy allows for such transfers, the Ministry of Education has confirmed that there is no truth to these reports.

Since January 15, rumors began spreading across several Facebook groups claiming that the revised policy included provisions for home district transfers. These reports, which often used the Ministry of Education’s name to gain credibility, were subsequently picked up by several online news portals, causing widespread confusion among hundreds of thousands of teachers awaiting transfer.

Speaking to The Daily Campus on Monday (January 19), a top official from the Secondary and Higher Education Division of the Ministry of Education stated, "Teachers working in their home districts will not get the opportunity for transfer. This remains the same as before; no changes have been made to this provision."

Update on Transfer Software

Meanwhile, the agreement for developing the transfer software for MPO-enrolled teachers has been finalized. Last Thursday afternoon, an agreement was signed between the Directorate of Secondary and Higher Education (DSHE) and Teletalk Bangladesh Limited.

However, sources from DSHE mentioned that while the agreement for the software is complete, the revised policy has not yet been officially issued. The development of the software cannot commence until the policy is gazetted. Therefore, teachers will have to wait longer, as the technical work will only begin after the policy is formally released.

Background and Teacher Frustration

Previously, teachers recruited through the recommendations of the NTRCA had no opportunity for transfer. They could only change institutions by applying through new recruitment circulars (Gonobiggyopti). While index-holding teachers enjoyed this opportunity from the first to the third circular, the Ministry of Education blocked this option starting from the fourth circular.

Following intense protests by teachers, the Ministry took the initiative to introduce a transfer system and drafted a policy. However, due to various factors—including writ petitions by a section of teachers, delays in software preparation, and repeated policy revisions—the transfer process has yet to be implemented. This ongoing delay has led to deep frustration among the teaching community.
