'July Quota' for College Admissions in 2025-26 Academic Year

The Inter-Education Board Coordination Committee has recommended introducing a 'July Quota' for Class XI admissions in the 2025-26 academic year. This proposal, included in the draft admission guidelines, aims to support students affected by the July 2024 mass uprising. The guidelines also suggest that the freedom fighter quota is no longer necessary.
A source from the Secondary and Higher Education Division of the Ministry of Education told The Daily Campus, “We are positive about implementing the July Quota. Discussions are underway, and the Class XI admission guidelines will be finalized soon.”
An official from the Secondary and Higher Education Division, speaking anonymously to The Daily Campus, explained, “Many students who actively participated in the July uprising and were injured took part in the SSC or equivalent exams, some while still under medical treatment. Despite their merit, mental trauma may have impacted their results. Considering this, the July Quota could be introduced for a few years to facilitate their admission to Class XI, with plans to phase it out later.”
Under the 2024 admission guidelines, 93% of Class XI seats are allocated based on merit, open to all students. The remaining 7% are reserved for quotas, with 5% for children of freedom fighters and 2% for children of Ministry of Education employees and its 28 affiliated departments. The proposed July Quota would likely adjust this structure, potentially replacing or supplementing existing quotas, pending final approval.
