Relaxation of Conditions Opens Door for Technical Teachers Whose MPO Applications Were Cancelled

Technical teachers who were recommended under the 6th government gazette but could not be included in the MPO (Monthly Pay Order) due to stringent conditions may now find hope, as the Directorate of Technical Education has taken initiatives to relax those conditions.

A source from the Directorate of Technical Education told The Daily Campus on Thursday (1 January) that in the 50th MPO Committee meeting, 142 MPO applications were cancelled. These files were rejected due to insufficient required students, required passers, and required examinees. The authority excluded these applications after considering the 2025 results.

According to the source, discussions are underway to avoid imposing this condition on newly appointed teachers. If the conditions are relaxed, the cancelled MPO applications may be reconsidered for inclusion.

Director (PIU) of the Directorate of Technical Education, Engr Md Maksudur Rahman, told The Daily Campus: “We are viewing the issue of reinstating the cancelled MPO applications positively. A final decision on this matter may be taken in the MPO Committee meeting.”

On Sunday, technical teachers staged a human chain in front of the Directorate of Technical Education demanding two key issues. Later, the agitating teachers held discussions with Director General Abul Khair Md Akkas Ali. In the meeting, the Director General assured them of resolving their problems.

During the human chain, the teachers stated that despite being recruited from the same panel under the 6th gazette, there exists severe discrimination in salary structure and MPO provision between teachers of the Directorate of Secondary and Higher Education (DSHE) and the Directorate of Technical Education. While DSHE-affiliated teachers receive MPO benefits on time, a large section of technical teachers have been living in inhuman conditions for a long time without MPO.

They explained that despite being recommended, many teachers’ MPO files were cancelled on the pretext of not meeting the required number of students, required examinees, and required pass rate — conditions completely beyond the control of new teachers. Since no prior information about these conditions was provided at the time of recruitment, such decisions are illogical, discriminatory, and against humanitarian principles.

The teachers noted that the student shortage in the post-Covid reality is a national problem, yet these conditions are being strictly applied only to technical teachers, which is contrary to justice. Currently, around 142 MPO files remain cancelled, and many more are awaiting disposal.

The teachers demanded immediate relaxation of all conditions, quick MPO implementation for all applicants including the 142 cancelled files, and payment of salaries from the date of joining.

They expressed hope that in line with the commitment to building a discrimination-free Bangladesh, the Director General of the Directorate of Technical Education and the concerned authorities will take prompt and effective steps. Otherwise, the teaching community will be compelled to announce peaceful and democratic programmes, for which the full responsibility will lie with the relevant authorities.
