UNSC Fails to Adopt Resolution Calling for Immediate Halt to Middle East Crisis

The UN Security Council on Wednesday failed to pass a Russian-drafted resolution that called for an immediate cessation of military operations and urged all parties to refrain from further escalation in the Middle East crisis.

The draft, which also sought to condemn attacks on civilians and civilian infrastructure, received only four votes in favour (Russia, China, Pakistan and Somalia), two against (United States and Latvia), and nine abstentions — falling short of the nine affirmative votes required for adoption.

Russia’s UN Ambassador Vassily Nebenzia expressed deep disappointment, stating that some council members “failed to gather the strength and wisdom” needed to support the text.

Earlier the same day, the council adopted a separate resolution introduced by Bahrain on behalf of the Gulf Cooperation Council (GCC). That text passed with 13 votes in favour and two abstentions. It strongly condemns Iran’s attacks on GCC countries and Jordan, demands that Tehran immediately cease such actions, and declares them a violation of international law and a threat to international peace and security.

Iran’s UN Ambassador Amir Saeid Iravani described the adopted resolution as “a manifest injustice” against Iran, calling it unlawful and inconsistent with the UN Charter and international law.

The twin outcomes reflect deep divisions within the council over responsibility for the ongoing conflict, which escalated after joint U.S.-Israeli military strikes on Iran began on February 28, followed by Tehran’s retaliatory attacks across the region.
