In a bid to drastically clean up the game, accelerate the pace of play, and eliminate systemic time-wasting, FIFA has officially confirmed a series of groundbreaking rule changes ahead of the upcoming 2026 World Cup. The aggressive new regulations place strict countdowns on restarts and threaten severe player sanctions, marking one of the most radical overhauls in modern football history.

Strict Countdowns Imposed on Restarts and Substitutions

The most notable updates directly target deliberate attempts to run down the clock during crucial moments of the match. Referees will now enforce strict countdowns for basic set-pieces:

  • Five-Second Throw-In Countdown: If a player deliberately delays the restart of play during a throw-in, possession will be immediately overturned and given to the opposition.

  • Five-Second Goal-Kick Countdown: Deliberate attempts to waste time during a goal-kick will be strictly penalized, and failure to restart play within five seconds can result in a corner kick being awarded to the opposing team.

  • 10-Second Substitution Rule: Substituted players are required to exit the field at the nearest boundary point within 10 seconds. If they fail to do so, the incoming substitute will be barred from entering the field for at least one minute, forcing the team to play with 10 men during that period.

New Protocols for Injury Treatment and VAR Reviews

To prevent players from feigning injuries to disrupt the opponent's momentum, a new off-field treatment protocol will be enacted alongside expanded VAR capabilities for dismissals and corners:

  • One-Minute Off-Field Treatment: Any player requiring treatment from a team physiotherapist on the pitch must remain off the field for a full 60 seconds once play resumes. Specific exceptions apply for goalkeepers, severe injuries, or situations where the opponent receives a yellow or red card for the foul.

  • Review of Second Yellow Cards: VAR can now officially review a red card resulting from a second caution to ensure the second booking was correct. However, VAR will still not initiate reviews for potential second yellow card offenses that were missed by the on-field referee.

  • Quick Corner Checks: Video assistants are now permitted to verify whether a corner kick has been correctly awarded, provided the check is completed rapidly and before the match restarts.

Zero-Tolerance Policy on Confrontations

Red Card for Covered Mouths: In a dramatic move to curb dissent, secret insults, and aggressive confrontations, FIFA has introduced a strict behavioral mandate. Any player who covers their mouth while engaging in a confrontational situation with an opponent may be instantly sanctioned with a straight RED CARD.
