First MPO Inclusion Date Clarified for Private School and College Teachers

The Ministry of Education has initiated a programmatic transfer system for teachers working under the Monthly Pay Order (MPO) framework in private schools and colleges. Given that institutional seniority and operational job experience are designated as top priority criteria for processing these transfers, considerable ambiguity has emerged regarding what officially constitutes a teacher's first MPO inclusion date.

To clear up the confusion, The Daily Campus spoke with two top officials from the Directorate of Secondary and Higher Education (DSHE). The officials clarified that for teachers appointed through the recommendation of the Non-Government Teachers' Registration and Certification Authority (NTRCA), the final determination depends entirely on the effective date of their salary coverage rather than generic timelines.

If a recommended teacher receives MPO approval effective from their very day of institutional joining, their joining date will be registered as their first MPO inclusion date. Conversely, if a teacher secures MPO approval three months after joining, the exact date the MPO approval becomes effective will serve as their first MPO inclusion date.

A DSHE official, speaking on the condition of anonymity, noted that teachers do not need to worry about tracking this timeline. The first MPO inclusion date is fundamentally recognized from the exact period a teacher is assigned an official salary index number. However, even if a teacher's MPO clearance is delayed, any retroactive financial settlement completely alters the timeline.

For instance, if a teacher secures MPO inclusion seven months after joining a school or college but receives full back-pay for those intervening months, the original date of joining will officially be recorded as their first MPO inclusion date.

DSHE is planning to formally open the digital portal for online teacher transfer applications on July 20, keeping the submission window open until July 25. Sources inside the directorate indicate that within three to seven days following the application deadline—either by the end of July or the first week of August—approved teachers will be allowed to transition to their new institutional postings, enabling them to relocate to their home districts or spouses' workplaces.

Speaking to The Daily Campus, Professor Dr. Khan Moinuddin Al Mahmud Sohel, Director General of DSHE, stated that institutional data verification and final structural synchronization will continue until July 15. The directorate aims to completely wrap up the transfer cycles within the month of July to ensure smooth institutional shifts.
