Madrasa Teacher Transfer Policy Awaits Minister's Final Nod; Likely Within Days
Following the implementation of the transfer policy for school and college teachers, the long-awaited transfer policy for MPO-listed madrasa teachers is now in its final stages. The policy has been sent to the office of Education Minister Dr. Ehsanul Hoque Milon for approval and is expected to be issued within the next one or two days.
According to sources within the Ministry of Education, the policy has been designed to alleviate the hardships of teachers by making the transfer process more accessible and transparent. Once the Minister signs the file, it will be forwarded to the Technical and Madrasa Education Division, followed by an official notification and publication on the website of the Directorate of Madrasa Education (DME).
The new policy introduces a digital approach to transfers, similar to the system recently launched for schools and colleges. Some of the notable features include:

Software-Based Process: The transfer activities will be conducted online. If the existing MEMIS software is not suitable, a new dedicated software will be developed to handle the applications of MPO-listed teachers.

Frequency of Transfers: A teacher will be eligible to be transferred up to three times during their entire professional career.

Institutional Consent: Transfers will require the formal approval of the respective institution's governing committee.
In preparation for the new system, the Directorate of Madrasa Education temporarily suspended its software link for reporting vacant positions on April 20. An official notice stated that the link is currently undergoing development and will reopen with a new schedule once the upgrades are complete.
Officials from the Madrasa Directorate told The Daily Campus that they are fully prepared to execute the process. "We are ready to start as soon as we receive the directive from the Ministry. The software is being updated to ensure that applications are processed systematically according to the new rules," an official stated on condition of anonymity.
The move comes after years of demands from teachers registered under the Non-Government Teachers' Registration and Certification Authority (NTRCA). While school and college teachers have already begun seeing the benefits of the new transfer software, madrasa teachers felt neglected. This policy finally paves the way for them to seek transfers to their home districts.
Currently, there are 8,229 MPO-listed madrasas in the country, including 5,767 Dakhil, 1,285 Alim, 993 Fazil, and 184 Kamil-level institutions. Approximately 1.20 lakh teachers and employees are employed across these institutions, all of whom are eagerly awaiting the final notification.
