Following the conclusion of their final internal meeting at the Secretariat, the members of the National Pay Commission have officially departed for the State Guest House, Jamuna. The 21-member delegation, led by Chairman Zakir Ahmed Khan, is scheduled to formally hand over the final recommendations for the 9th National Pay Scale to Chief Adviser Professor Muhammad Yunus at 5:00 PM today, Wednesday (January 21).

Finance Adviser Dr. Salehuddin Ahmed will be present during the submission. This report marks the culmination of six months of work, incorporating feedback from over 2.36 lakh participants via a nationwide online survey on inflation and living standards.

Submission Highlights & Timeline

The Commission has proposed a phased approach to the salary hike to manage the significant fiscal pressure on the national budget:

  • Retroactive Implementation: Partial rollout recommended from January 1, 2026.

  • Full Effectiveness: Complete implementation from July 1, 2026 (the first day of the 2026–27 fiscal year).

  • Budget Context: The government has already pre-allocated Tk 22,000 crore in the revised budget to cover the initial partial phase.

The Final Numbers: Average 105% Hike

Analytical data from the Commission indicates that the proposed scale aims to significantly reduce the gap between high and low-income grades:

  • The "Lowest" Grade 20: Proposed increase to Tk 20,000 (a 147% jump from the current Tk 8,250).

  • The "Highest" Grade 1: Proposed increase to Tk 1,60,000 (from the current Tk 78,000).

  • Ratio: The structure maintains a strict 1:8 ratio between the lowest and highest grades.

A Focus on Welfare

Beyond basic pay, the report includes revolutionary changes to allowances and social security:

  • Pensioners: A 100% hike for those receiving less than Tk 20,000 monthly.

  • Special Allowances: Dedicated incentives for teachers, doctors, and engineers.

  • Health Focus: A recommended medical allowance of Tk 10,000 for pensioners over 75 years of age.

Following today's submission, the Chief Adviser will review the report before placing it before the Advisory Council for final approval and official gazette notification.
