The Ministry of Education has decided to conduct the upcoming Higher Secondary Certificate (HSC) and equivalent examinations using a single, uniform set of question papers across all education boards. The decision was finalized during a high-level meeting regarding examination security held on Wednesday, March 25.

A ministry official, speaking to The Daily Campus, confirmed that while the HSC exams will move to a unified question system, the Secondary School Certificate (SSC) examinations will continue to be held with different sets of questions for different boards for the time being.

Ensuring a National Standard

Education Minister Dr. A.N.M. Ehsanul Hoque Milon had previously hinted at this reform, advocating for a consistent academic standard for all students regardless of their geographic location. "All students in the country should be evaluated by the same benchmark," the Minister stated recently. He noted that if major global competitive exams can successfully implement uniform testing, Bangladesh should follow suit to ensure fairness and quality.

The move is seen as a strategic effort to eliminate disparities in difficulty levels across different regional boards and to streamline the evaluation process. It also aligns with the Minister’s broader mission to modernize the examination system and maintain the integrity of public tests.

Preparation and Security

The 2026 HSC examinations are scheduled to begin on June 26. To ensure a smooth transition to the unified system, the Ministry and the Inter-Education Board Coordination Committee have stepped up security protocols. Strict measures are being implemented to prevent any possibility of question paper leaks, with the Minister vowing a zero-tolerance policy against any form of malpractice.

Instructions have been issued to all education boards to synchronize their preparation and logistics to accommodate the new system. Further details regarding the distribution and moderation of these uniform questions are expected to be shared with the relevant institutions in the coming weeks.
