Final Workshop on Head Teacher Appointment is Scheduled

The Non-Government Teachers' Registration & Certification Authority (NTRCA) has finalised the date for the concluding workshop on the appointment of principals, vice-principals, headmasters, assistant headmasters, superintendents, and assistant superintendents in non-government educational institutions. The workshop will take place tomorrow, Thursday (8 January), at 10:00 am in the conference room of the International Mother Language Institute.

A source from NTRCA told The Daily Campus on Tuesday night that the workshop will finalise the appointment regulations and other related issues. Education Secretary Rehana Parvin is expected to attend the event.

According to the source, besides NTRCA Chairman Aminul Islam, the workshop will be attended by the Additional Secretary (Secondary-2) of the Secondary and Higher Education Division Md Mizanur Rahman, Directors General of the three directorates, representatives from the National University and Islamic Arabic University, chairmen of education boards, and other relevant officials from the ministry and NTRCA.

A NTRCA official, speaking on condition of anonymity, said: “A large-scale workshop has been organised for tomorrow, Thursday, to finalise the regulations for head teacher appointments and other matters. This workshop is very important.”

The decision to hold the final workshop came from a meeting held on 30 December at 3:20 pm between the Ministry of Education and NTRCA, where the need for a concluding workshop on head teacher appointments was agreed upon. Accordingly, NTRCA is organising the event tomorrow.

Key Provisions in the Draft Regulations

According to the draft:

  • The Non-Government Teachers' Registration & Certification Authority (NTRCA) will conduct the recruitment recommendation process for the posts of principal, vice-principal, headmaster, assistant headmaster, superintendent, and assistant superintendent in non-government educational institutions.
  • Institutions must submit vacancy demands online to NTRCA within the stipulated time as per the latest MPO policy.
  • After verification of vacancy demands, eligible candidates for principal and assistant principal posts will be selected through written and oral examinations.
  • NTRCA will determine the marks distribution and schedule for written and oral tests. Candidates must score a minimum of 50% marks to pass.
  • Based on written test results, three times the number of vacant posts will be called for oral tests.
  • From successful oral test candidates, a panel list equal to the number of vacant posts will be prepared based on total marks from written and oral tests.
  • NTRCA’s decision on all examination results and merit will be final.
  • Selected candidates must complete online applications. After verification, one candidate per vacant post will be recommended for appointment.
  • If a recommended candidate cannot join due to vacancy-related or institutional reasons, the next candidate in the merit panel will be recommended.
  • After NTRCA issues the appointment recommendation, the relevant institution will be informed. The appointing authority (Managing Committee or Governing Body) must issue the appointment letter within one month.
  • Candidates lacking required educational qualifications and experience as per the staffing structure will be considered ineligible for recommendation.
  • Candidates involved in any ongoing criminal case will also be declared ineligible.
