DSHE May Show-Cause Teletalk Over Delays in MPO Teacher Transfer Portal

The Directorate of Secondary and Higher Education (DSHE) is considering issuing a show-cause notice to state-owned telecommunications operator Teletalk Bangladesh Limited over persistent delays in rolling out the automated online transfer system for MPO-listed private school and college teachers.

While DSHE is fully prepared to launch the transfer application process, administrative operations remain stalled due to non-cooperation and technical delays by Teletalk, the software developer for the portal.

"Teletalk has not given us the green light, preventing us from moving the file forward," a DSHE official told The Daily Campus on condition of anonymity. "In this situation, we are considering sending them a show-cause letter, which may be issued early next week."

According to DSHE sources, technical tasks including sending login passwords to teachers and completing final data validation remain unresolved by Teletalk despite repeated reminders.

Transfer Allowed Only Across 3 Locations

Under the MPO teacher transfer policy, educators will be restricted to applying for transfers within three specific geographical areas:

1. The teacher's home district

2. The spouse's home district

3. The spouse's current workplace district

Applications submitted outside these three approved criteria will be automatically blocked by the system with a "Not Eligible" notification.

DSHE officials confirmed that 99.99 percent of secondary educational institutions have completed inputting and validating relevant teacher data. The transfer application process may move forward by excluding the few institutions that failed to submit data within the deadline.

Once Teletalk distributes the necessary login credentials to eligible teachers, DSHE will formally request final authorization from the Ministry of Education to open the transfer portal.
