Outlines how the seven affiliated colleges will run

The final ordinance for the newly formed Dhaka Central University (DCU), incorporating seven government colleges in the capital, was gazetted at 10:00 a.m. Monday (9 February) by the Legislative and Parliamentary Affairs Division of the Law Ministry and posted on the ministry website. The Advisor Council approved the final draft on 22 January, the Education Ministry said in a press release signed by PRO Khalid Mahmud.

Aim and structure
The “Dhaka Central University Ordinance, 2026” seeks to bring the seven colleges under a single academic framework to raise quality and end long‑standing administrative bottlenecks. The affiliated colleges—Dhaka College, Eden Mohila College, Begum Badrunnesa Govt Mohila College, Govt Shaheed Suhrawardy College, Kabi Nazrul Govt College, Govt Bangla College, and Govt Titumir College—will retain their identities, infrastructure, and ownership of movable and immovable property.

Governance
The ordinance provides a full governance setup: Chancellor (the President), Vice‑Chancellor appointed from a Senate‑nominated panel, Senate, Syndicate, and Academic Council. The University Grants Commission will have authority to inspect, assess, and guide academic, examination, research, and administrative activities.

Academic model
DCU will have separate schools for Arts, Science, Social Science, Business Studies, Law, and Fine Arts, each led by a Head of School. Undergraduate and postgraduate teaching, exams, and assessment at the affiliated colleges will follow a unified DCU timetable and evaluation framework.

Admissions and programs
Students will be admitted to the main campus or affiliated colleges based on SSC and HSC results plus a central admission test. MPhil and PhD programs will be centrally run at the colleges, with provisions for faculty development and advanced training.

Student provisions and campus
The ordinance includes special provisions for residential halls, student union elections, and co‑curricular activities. It mandates construction of a self-contained permanent campus; until then, temporary arrangements will operate.

Additional notes
The UGC will oversee education, examination, research, and administration; affiliated colleges keep their assets; DCU will harmonize schedules and standards across all units.
