MPO Policy Revamp: Relaxed Entry Rules for Schools-Colleges, Senior Lecturer Post Scrapped
                      The interim government is set to ease inclusion conditions for private educational institutions under the Monthly Pay Order (MPO) scheme. The revised policy eliminates the Senior Lecturer post, replacing it with Assistant Professor positions. Several changes are proposed, including lower target student numbers and pass rates for MPO eligibility, with potential increases for urban institutions. The final decision will be made at tomorrow's meeting on manpower framework and MPO Policy-2021 amendments, convened by the Education Ministry.
A source from the Secondary and Higher Education Division said the meeting, chaired by Secretary Rehana Parvin at 10:30am on Tuesday, will finalize the draft. "The policy will incorporate MPO for Honors-Master’s college teachers," the source added.
Additional Secretary (Secondary-2) Md. Mizanur Rahman told The Daily Campus, “Some aspects of the existing MPO policy will be revised. We can't comment until the meeting concludes.”
The ministry source revealed that the March 2021 policy created Senior Lecturer posts for higher secondary schools and colleges, but the revision removes it, reverting to Assistant Professor promotions. Teachers with 8 years of satisfactory service and 100 marks in evaluation can now advance to Assistant Professor (Grade-6), up to 50% of total posts. Those not qualifying get Grade-9 to Grade-8 after 10 years, and Assistant Professor after 16 years.
Principal Eligibility Changes:
- Higher secondary school/college principals now include Degree College Vice Principals, Degree College Assistant Professors/Senior Lecturers, and Primary School Principals/Assistant Principals with postgraduate/4-year honors degrees (no more than one third class) and relevant experience.
 - Primary school principals with 2 years as principal (total 13 years teaching) and assistant principals with 3 years (total 15 years) can apply.
 - Primary school principal eligibility now includes senior teachers with 3 years (total 17 years teaching).
 
The revision addresses a 4.5-year gap in higher secondary promotions. The meeting will finalize these changes, with the policy emphasizing transparency and merit.
