All Teachers from 50 Primary Schools in One Upazila Served Show-Cause Notices

All headteachers and assistant teachers across 50 government primary schools in Bera Upazila of Pabna have been issued show-cause notices for failing to achieve foundational learning targets under the government's Foundational Literacy and Numeracy (FLN) program.

Bera Upazila Primary Education Officer Mohammad Saiful Islam confirmed the development on Tuesday night (July 28), stating that the official notices were signed and dispatched to the respective schools on Sunday afternoon (July 26).

Under a 180-day action plan scheduled for completion by June 30, the schools were mandated to ensure Bengali reading fluency for Grade 3 students, mastery of the four basic arithmetic operations (addition, subtraction, multiplication, and division) for Grade 4 students, and fluent English reading skills for Grade 5 students.

The notice states that despite repeated directives and administrative monitoring, the relevant teachers failed to take effective measures to ensure the required learning outcomes. The educators have been directed to submit a written explanation within three working days, explaining why departmental action should not be taken against them for negligence of duty.

"Each of the 50 government primary schools has three, four, or more teachers, and the exact count of affected educators is being finalized from the official records," Upazila Primary Education Officer Saiful Islam said. He added that further legal and administrative actions will be taken if the responses are found unsatisfactory.

Meanwhile, speaking on condition of anonymity, several show-cased teachers stated that teacher shortages, excessive administrative tasks, transport difficulties in remote areas, irregular student attendance, and a lack of parental awareness were the primary obstacles to meeting the targets. They noted that these practical realities would be highlighted in their official responses.
