Education Ministry appoints 348 candidates to BCS General Education cadre

The Ministry of Education has appointed 348 candidates to entry posts in the Bangladesh Civil Service (General Education) cadre under the 44th BCS exam, 2021. A gazette was issued Sunday (8 February) by the Secondary and Higher Education Division, Govt College‑1 branch, following PSC recommendations and a Public Administration Ministry notification (articles 23(a)–24(b)). Key appointment conditions:

  • Basic training: Must complete foundation training at BPATC or another government-designated institute. Afterward, must take professional/special training as assigned.

  • Probation: Two-year apprenticeship; may be extended up to two more years. If found unsuitable during probation, removal is possible without cause and without PSC consultation.

  • Confirmation: Requires successful completion of training, passing departmental exams, and satisfactory probation.

  • Bond: Before training, must submit an undertaking to the releasing authority and execute a bond with one surety on Tk 300 non-judicial stamp. If resigning during probation or within three years after probation, must refund all salary, advances, travel/other allowances paid for training.

  • Resignation: If absent before resignation is accepted, government dues will be recovered under the Public Demands Recovery Act, 1913, and disciplinary action may follow under Government Servants (Discipline and Appeal) Rules, 2018.

  • Seniority: Determined per existing rules based on 44th BCS results. Adverse information later can amend/cancel the order.

  • Foreign spouse: Appointment void if married to, or engaged to marry, a foreign national.

  • Dowry bond: On joining, must execute a Tk 300 non-judicial stamp bond pledging neither to give nor accept dowry for self or family.

  • Properties: At joining, must file a declaration of all movable/immovable property of self and family per Government Servants (Conduct) Rules, 1979, rule 13(1); updated asset statements on increases/decreases must be filed every five years in December per rule 13(2).

  • Freedom fighter quota: If any freedom fighter certificate is later found false or forged, appointment is immediately cancelled and criminal charges filed.

  • No TA/DA for joining.

  • Future rules: If not explicitly covered above, current government rules apply; future rules/orders will also govern service.

Posts to be filled under this order: appointments are made at the national pay scale 2015 entry grade.
