Six Categories of People Who Will Not Be Eligible for Family Card Benefits

The government is set to launch the ‘Family Card’ scheme on a pilot basis from March 10, as part of the BNP’s election pledge. In the first phase, one union in each of 14 upazilas will receive the cards.

Social Welfare Minister Abu Jafar Mohammad Zahid Hossain announced this after a meeting chaired by Prime Minister Tarique Rahman at the Secretariat on Tuesday (24 February).

However, sources indicate that not everyone will be eligible. The ‘Family Card Policy’ excludes six categories of people:

  1. Families with any member receiving a government pension
  2. Households using air conditioners (AC)
  3. Owners of luxury assets, including cars
  4. Families with any member in government service
  5. Holders of commercial licenses
  6. Owners of large businesses

The Ministry of Social Welfare has prepared the guideline titled ‘Family Card Piloting Implementation Guideline-2026’. The core philosophy of the program is: “Not the individual, but the family is the main unit of development.”

The policy is expected to be issued as a gazette soon. Prime Minister Tarique Rahman will inaugurate the pilot distribution of Family Cards on March 10.
