When will MPO teachers get separate pay-scale notification? Ministry explains

A separate notification will be issued soon to bring MPO-listed teachers and employees under the government’s new ninth national pay scale, according to senior officials at the Education Ministry.

The government has already issued the gazette for the much-anticipated ninth national pay scale for public employees. Although the inclusion of MPO-listed teachers and employees in the new pay structure had been confirmed earlier, a separate notification is required for them.

Speaking to The Daily Campus, several senior Education Ministry officials said work on the separate notification is already underway and discussions have been held with the Finance Ministry.

An Education Ministry official, speaking on condition of anonymity, said separate notifications would also be required for university teachers, officers and employees.

“Apart from MPO-listed personnel, separate notifications will also have to be issued for university teachers, officers and employees. Work on these issues is underway. Separate notifications will be issued for them soon.”

Meanwhile, government employees are unlikely to receive their increased salaries with their September pay, although the government could technically implement the new structure this month if it completes the necessary procedures by Sunday (September 20).

According to a Finance Division source, salary and allowance information for government employees must be entered into the iBAS++ system and submitted by the 20th of each month. Most government offices and institutions have already submitted their September salary information, while some are expected to do so by Sunday.

A Finance Division official, also speaking on condition of anonymity, said the government could pay the increased salaries from September if it wished, but that possibility was low.

“The deadline for sending salary information to iBAS is Sunday. The government can pay the increased salaries from September if it wants to. However, the possibility is low. It is more likely that government employees will receive the increased salaries in November, meaning with their October salary.”

How the new pay scale will be implemented

According to the gazette, the new pay structure took effect from July 1, 2026, but the increased basic pay will be implemented in phases.

From July 1 to December 31, 2026, employees in Grade 9 and above will receive 40% of the additional basic pay prescribed under the new structure. Employees in Grades 10 to 20 will receive 50% of the additional basic pay during the same period.

From January 1 to June 30, 2027, employees in Grade 9 and above will receive 70% of the additional basic pay, while those in Grades 10 to 20 will receive 75%.

The full increase in basic pay will take effect from July 1, 2027. The additional amount will be calculated against the salary drawn or due on June 30, 2026, and employees will also receive arrears from the effective date of the new pay structure.

Other allowances and benefits under the new pay structure will come into effect from January 1, 2028. Pensioners will also receive the benefits applicable to them under the new structure.

Under the ninth pay scale, basic salaries for Grades 1 to 10 will increase by up to 100%, while basic salaries for Grades 11 to 20 will increase by up to 142%. Various allowances will also increase proportionately.

The new pay structure was approved at a Cabinet meeting chaired by Prime Minister Tarique Rahman on August 31, following which the gazette was issued.

Earlier, a 10-member committee headed by Cabinet Secretary Nasimul Ghani was formed on April 21 to recommend measures for implementing the new pay structure for government employees. The committee subsequently finalised its recommendations.

Nearly a decade after the Eighth Pay Commission, the interim government formed the 23-member Ninth National Pay Commission on July 27, 2025. The commission, headed by former Finance Secretary Zakir Ahmed Khan, submitted its report to then Chief Adviser Professor Muhammad Yunus on January 21 this year.
