Dr. Saimum Parvez Named to PMO Governance Innovation Unit Strategy Committee

Prime Minister Sheikh Hasina has nominated her Special Assistant for Environment, Forest, and Climate Change, Dr. Md. Saimum Parvez, as an expert representative to a high-level strategic oversight body. He will join the Strategy Committee of the Governance Innovation Unit (GIU) under the Prime Minister's Office (PMO) in the capacity of a policy, technology, and innovation specialist.

Dr. Parvez, who holds the administrative rank of a government secretary, received the formal nomination directly from the premier to bolster the state's administrative modernization wing.

Established in 2012 directly under the Prime Minister’s Office, the Governance Innovation Unit was designed to elevate public service delivery standards through institutional workflow upgrades. The unit operates with a core mandate to institutionalize good governance, transparency, and accountability across all tiers of public administration.

To achieve these operational targets, the specialized administrative wing functions under a dual-layer institutional governance hierarchy.

According to a PMO source, the overall direction and high-level structural guidance of the GIU are managed by an apex Steering Committee, which is chaired directly by the Prime Minister. Meanwhile, macro policy formulations and strategic interventions are managed by the specialized Strategy Committee.

This strategic committee operates under the chairmanship of the Prime Minister's Advisor for the Ministry of Public Administration. Along with Dr. Parvez's nomination, the PMO has officially circulated the detailed statutory gazette notification outlining the committee's newly revised composition and precise terms of reference.
