Dhaka Leads in BCS Cadre Recommendations; Sylhet Lags Behind

Dhaka Division continues to consistently outpace all other divisions in the number of candidates recommended for cadre positions in the Bangladesh Civil Service (BCS). In contrast, Sylhet Division has recorded the lowest number of recommendations. According to the latest data from the last four BCS examinations (44th, 45th, 48th, and 49th), out of a total of 7,651 final recommendations, 1,565 candidates hailed from Dhaka Division, while only 229 were from Sylhet.

This information was revealed in the Public Service Commission’s (PSC) Annual Report 2025, which was recently presented in the National Parliament.

Analysis of the four BCS results shows that Dhaka Division maintained the top spot in every instance, while Sylhet remained at the bottom. Chittagong Division secured the second position with 1,471 recommendations, followed by Rajshahi Division in third place with 1,200. The subsequent rankings are: Khulna (986), Rangpur (929), Mymensingh (809), and Barisal (462).

BCS-wise Breakdown

  • 44th BCS: Dhaka (319), Chittagong (279), Rajshahi (275), Rangpur (236), Khulna (211), Mymensingh (201), Barisal (117), and Sylhet (38).

  • 45th BCS: Dhaka (379), Chittagong (291), Rajshahi (271), Rangpur (242), Mymensingh (236), Khulna (229), Barisal (102), and Sylhet (57).

  • 48th Special (Health) BCS: Chittagong took the lead here with 778 recommendations, followed by Dhaka (727), Rajshahi (557), Khulna (460), Rangpur (363), Mymensingh (298), Barisal (206), and Sylhet (111).

  • 49th Special (Education) BCS: Dhaka (140), Chittagong (123), Rajshahi (97), Rangpur (88), Khulna (86), Mymensingh (74), Barisal (37), and Sylhet (23).

The PSC report further highlights that in the 49th Special BCS (Education Cadre), 67% of those recommended are students of Dhaka University (DU). Meanwhile, students from Rajshahi University (RU), Jahangirnagar University (JU), and Chittagong University (CU) collectively account for 18% of the recommendations.

The data shows that 444 students from DU were recommended in the 49th BCS (356 males, 88 females). Recommendations from other major universities include:

  • Rajshahi University (RU): 45 candidates (6.79%)

  • Jahangirnagar University (JU): 38 candidates (5.73%)

  • Chittagong University (CU): 38 candidates (5.73%)

  • Jagannath University (JnU): 23 candidates

Among engineering and specialized universities, Shahjalal University of Science and Technology (SUST) saw 10 recommendations, while BUET had 9. National University, Islamic University, and Khulna University each had 8 to 9 recommendations, followed by other regional and specialized institutions including Comilla University, Begum Rokeya University, and Bangladesh Agricultural University.
