The government has issued the long-awaited gazette for the ninth national pay scale, introducing a new salary structure for government employees after more than a decade. The Finance Division issued the gazette on Saturday (September 19), formally bringing the new pay structure into effect.

The gazette follows the legal vetting process by the Law Ministry. The Finance Division had earlier sent parts of the draft to the ministry for vetting, followed by the remaining sections.

Under the new pay structure, basic salaries have increased by 100 to 142 percent depending on the grade. Employees from the first to 11th grades will receive up to a 100 percent increase in basic pay, effectively doubling their previous basic salaries.

For employees in the lowest, 20th grade, the basic salary has increased by up to 142 percent. Their basic pay has risen from Tk 8,250 to Tk 20,000.

The basic salary for first-grade officials has increased from Tk 78,000 to Tk 156,000.

The new pay scale will be implemented in three phases, according to the government. It will be considered effective from July 1, 2026, meaning government employees will receive the benefits of the new structure from that date.

Around 24 lakh government employees are expected to come under the new pay structure. The government will incur an additional annual expenditure of around Tk 1.05 lakh crore to implement the revised salaries and allowances.

How the new pay scale was developed

The interim government formed the National Pay Commission, 2025, headed by former Finance Secretary Zakir Ahmed Khan. The commission submitted its report to the government on January 22, recommending a 100 to 140 percent increase in salaries and allowances for government employees.

The commission proposed increasing the minimum basic salary from Tk 8,250 to Tk 20,000 and the maximum from Tk 78,000 to Tk 160,000.

It also recommended raising the Boishakhi allowance from 20 percent to 50 percent and introducing major changes to transport allowances for employees from the 10th to 20th grades.

After the BNP government took office, a 10-member committee headed by Cabinet Secretary Nasimul Gani was formed on April 21 to review the pay structure. The government later approved the new salary structure based on the committee’s recommendations.

The National Pay Scale 2026, approved by the Cabinet on August 31, retains the existing 20 grades. Under the new structure, employees in the lower grades have received relatively larger increases in basic pay.
