New Pay Scale: How Much Are the Minimum and Maximum Salaries?

The National Pay Commission is finalizing a recommendation to nearly double the basic salary of government employees under a new pay structure. According to the commission's proposal, the minimum basic salary is being set at Tk 20,000, while the maximum basic salary has been determined at Tk 1,60,000.

Once this structure is implemented, a 20th-grade employee stationed in Dhaka will receive a total salary and allowance package of approximately Tk 42,000. As before, house rent, medical, transport, and other allowances will be added to the basic salary.

Zakir Ahmed Khan, head of the Pay Commission and former Finance Secretary, stated that the commission’s report will be submitted to the Chief Adviser on January 21. "Something very positive is happening. We are providing a strong proposal considering the current realities," he noted.

Background and Structure

The interim government formed the National Pay Commission on July 24 with a six-month deadline. After several extensions, the commission is now in its final stages of preparation to submit the report.

A member of the commission revealed that the current system of 20 grades will remain in place. However, a proposal is being made to reduce the ratio between the minimum and maximum salary from 1:9 to 1:8. He added that a recommendation has been made to increase the current salary by more than double across all grades.

Budget and Implementation Challenges

Despite uncertainties regarding full implementation, the Ministry of Finance has already allocated funds in the budget. In the revised budget for the 2025-26 fiscal year, the allocation for salaries and allowances of government employees has been increased to Tk 1,06,684 crore, which is approximately Tk 22,000 crore more than previous years.

An official from the Finance Division stated that this allocation was made with the goal of implementing either the basic salary or the allowances starting from January. The decision regarding the remaining portions will depend on the subsequent government.

However, concerns remain regarding whether the full recommendations can be executed due to revenue deficits, high interest costs, and overall economic pressure. Regarding this, Finance Adviser Salehuddin Ahmed said, "The Pay Commission is giving a strong proposal, but implementation is a different and difficult matter."
