Will NTRCA-Recommended Teachers’ Transfers Halt Amid Universal Transfer Committee?

The Education Ministry has formed a committee to bring all MPO-listed teachers in private educational institutions under a universal transfer policy, raising questions about whether the ongoing transfer process for teachers appointed through the Non-Government Teacher Registration and Certification Authority (NTRCA) will be paused.
The ministry clarified that the transfer process for NTRCA-recommended teachers, initiated as a pilot, was intended to eventually include all index-holding teachers. However, following a writ petition by teachers and demands from nationalization movement leaders, a committee was formed to review a universal transfer policy. A decision on universal transfers will follow the committee’s report, but NTRCA-recommended teachers’ transfers will continue in the meantime.
An official from the Secondary and Higher Education Division, speaking anonymously to The Daily Campus, said, “Transfers are needed for all teachers. We started with NTRCA-recommended teachers as a pilot, planning to include all index-holding teachers if successful. Following demands, a committee was formed for universal transfers. If it recommends including all teachers simultaneously, the Directorate of Secondary and Higher Education (DSHE) will proceed accordingly.” Addressing concerns about a potential halt, the official added, “There’s no chance of the transfer process stopping. It’s outlined in the policy, and we cannot violate it. The committee’s formation won’t pause transfers.”
Previously, teachers could change institutions through public notifications, but bureaucratic resistance halted this. After prolonged teacher protests, the interim government introduced a transfer policy. This year, NTRCA-recommended teachers are set to benefit from transfers under the new guidelines issued on December 19, 2024.
